Composition of the Olmstead Commission is set by Executive Order 2018-05.1.
Commission Members:
There are currently 10 voting members of the Commission, pursuant to the Executive Order:
1. A co-chair Citizen Member, currently Wallace Goulet;
2. A co-chair Representative from the Office of the Governor, currently Ryan Norrell;
3. A member of the North Dakota Senate, currently Sen. Judy Lee;
4. A member of the North Dakota House of Representatives, currently Rep. Alisa Mitskog;
5. A representative of the Judicial Branch, currently Judge Bruce Romanick;
6. A representative of the Protection and Advocacy Project, currently Executive Director Veronica Zietz,
7. A representative of Mental Health America North Dakota, currently Executive Director Carlotta McCleary;
8. A representative of the North Dakota Statewide Council for Independent Living, currently Scott Burlingame;
9. A representative of the North Dakota State Council on Developmental Disabilities, currently Julianne Horntvedt; and
10. A citizen member, currently open.
Nonvoting members include the Executive Director or Officers of the following agencies, or a designee:
- Department of Human Services;
- Department of Health;
- Department of Public Instruction;
- North Dakota Housing Finance Agency;
- Department of Commerce;
- Department of Transportation;
- Job Service North Dakota; and
- North Dakota Indian Affairs Commission.
The term of appointment is three years; each voting member may serve no more than two consecutive terms. Membership to Olmstead Commission is appointed by the Governor. All members serve at the pleasure of the Governor.
